Private food safety certifications awarded to poultry slaughter and processing establishments are associated with significantly lower contamination rates of Salmonella, but they do not consistently reduce the prevalence of Campylobacter. These findings were reported in a comprehensive study published by the U.S. Department of Agriculture’s Economic Research Service (USDA ERS).
The publication, Economic Research Report No. 362, titled “Signaling Food Safety: Pathogen Rates of Raw Poultry With Food Safety Certifications,” was authored by agricultural economists Kar Lim and Michael Ollinger of the USDA Economic Research Service, together with Professor Yuqing Zheng of the University of Kentucky.
Foodborne illnesses impose a substantial burden on the U.S. economy, estimated at approximately $75 billion annually, with poultry-associated Salmonella and Campylobacter infections among the major contributors. In recent years, commercial buyers and major retail chains have increasingly required upstream suppliers to obtain private, third-party food safety certifications benchmarked against standards established by the Global Food Safety Initiative (GFSI). While the market relies heavily on these credentials as indicators of risk management and quality assurance, empirical evidence demonstrating whether certified establishments actually achieve lower pathogen contamination rates in raw poultry products has remained limited. The study was therefore conducted to provide a rigorous, data-driven assessment of this relationship.
Analyzing pathogen surveillance records from the USDA Food Safety and Inspection Service (FSIS) covering 592 processing establishments, the researchers found that raw poultry products from GFSI-certified facilities had a statistically significant 4- to 6-percentage-point reduction in positive Salmonella tests compared with products from non-certified facilities. Given the overall baseline Salmonella detection rate of 8.4% across all samples, this represents a substantial relative reduction in the risk of detection.
Unlike Salmonella, certifications did not demonstrate a uniform or consistent reduction in Campylobacter contamination. Two of the most widely adopted standards, SQF and BRCGS, showed no statistically significant reduction in positive test rates. While FSSC 22000 was associated with a notable decrease in Campylobacter detections, the authors emphasized that this finding was based on a very limited number of establishments and should therefore be interpreted with caution.
Interaction modeling revealed that the protective association of certification was particularly pronounced in small facilities. In these establishments, implementation of the rigorous frameworks, systematic documentation, and audit requirements associated with private certification was linked to the largest reductions in pathogen detection rates, most notably in whole chicken carcasses.
The authors note that while private certifications function as effective market signals and generally result in products that are at least as safe as those from non-certified establishments, they cannot replace official regulatory oversight. GFSI-benchmarked standards emphasize operational management processes, such as HACCP, GMP, and sanitation protocols, rather than mandatory microbiological performance thresholds for finished products. Consequently, commercial buyers, policymakers, and industry stakeholders should view private certifications as valuable complements to statutory inspection and mandatory performance standards.
