US, European nations consider vaccinating workers exposed to bird flu

According to straitstimes.com, the United States, Canada, and Europe are taking steps to acquire or manufacture H5N1 bird flu vaccines to protect at-risk poultry and dairy workers, veterinarians, and lab technicians. Ms. Dawn O’Connell of the US Administration for Strategic Preparedness and Response said the government is “looking closely” at the possibility of vaccinating farm workers and others in close contact with the virus.
Preparedness is important, but doesn't it make more sense to first vaccinate the animals that are the source of infection to humans?
